Note-labeling is not an "all or nothing" skill. Any singer must be successful at note-labeling before being able to sight sing.
First a student must accurately be able to label the pitches with solfege. Next they need to gain speed. The speed at which they can identify the pitches will determine how quickly they can access their ear. If they have not developed their ear first, they will not be able to produce the notes correctly.
